NOTES ON THE NOVEMBER 14, 2012

MEETING OF THE MARIAN BEAR NATURAL PARK RECREATION COUNCIL

 TIME AND PLACE

The meeting of the Marian Bear Natural Park Recreation Council was held Wednesday, November 14, 2012 at the North Clairemont Recreation Center, 4425 Bannock Avenue, San Diego, CA. 92117

 CALL TO ORDER

Chair Deron Bear called the meeting to order at 6:35 p.m.

 APPROVAL OF THE MINUTES

 MOTION: It was moved and seconded (J. Steinbach/D. Steele) to approve the minutes of the 10-10-12 meeting of the Marian Bear Recreation Council. The motion passed unanimously.

 CHAIRPERSON’S REPORT

Chair Deron Bear and Cheryl Bear attended the Rose Creek Watershed Alliance informal meeting regarding the proposed bridge to be constructed over the railroad tracks just north of Sante Fe St. Mr. Bear stated the purpose of the meeting was to gain more community support. The bridge would create an official entry way into the park. Mr. Bear reported that Kelly Makley (Rose Creek Watershed Coordinator) is coordinating a free public event to be held on Saturday, February 9th, 2013 at the Camp Land on the Bay in Mission Bay Park. Ms. Makley wanted to know if there was an interest from the MBRC to have a booth set up. The Rose Creek Watershed Alliance could provide tables and chairs for free. Mr. Bear will email Ann Van Leer and Kelly Makley in regards to accepting the offer to set up a booth at the event.

 TREASURER’S REPORT

Don Steele reported a checking account balance of $5508.07 with no activity this past month.

 STAFF / RANGER REPORT

Ranger Andy Quinn reported there are a few transients staying overnight in the Genesse Ave. entrance heading east on the main trail. Volunteers have reported seeing a lot more cigarette butts on the trail leading east. Park Rangers and volunteers will be continuing to search the area. On November 3, there was a report from two park patrons of a deer and mountain lion sighting at the Genesse Ave. entrance into the park. The patrons are regular trail hikers and spotted the deer and mountain lion just past the first crossing.

 Ranger Quinn informed the recreation council that he and Center Director II Marla Gilmore both received the Commanding Officer’s Citation Award from the Northern Division San Diego Police Department. Ranger Quinn gave a brief narrative about the incident in Marian Bear Park that took place on June 26, 2012. Ranger Quinn reported that Senior Ranger Walker will be out for shoulder surgery another 2-4 weeks. In the interim, Ranger Andy Quinn will be the acting Senior Ranger until the beginning of December 2012.

301. Public Utilities Mitigation Update:

Ranger Quinn reported that the Gas Line 3010 Retrofit Project has begun in Marian Bear off Genesse Ave. This project was presented in the August 2012 MBRC meeting by Ian Stewart, Outreach Manager External Affairs for SDG&E.

 302. Wildlife and Vegetation Matters:

Joe Steinbach reported that he met up with Ranger Janice Lavallee in regards to removing and killing a non-native palm tree. Mr. Steinbach showed a before and after picture of the tree. Ranger Janice Lavallee cut the palm and applied roundup to prevent it from growing back.

 303. Current Events:

Walt Shaw reported information on the upcoming MBRC’s holiday party. Mr. Shaw stated he normally makes reservations for 10 at Bali Hai. The party is to be held on Saturday, Dec. 22 at 11:00 a.m. Mr. Shaw stated he will send out an email for confirmations.

 Joe Steinbach reported he found an illegal dump of a pile of wood and a metal piece (formed as a ramp) just south underneath Highway 52/I-5 overpass. Ranger Andy Quinn was informed and hauled away the illegal dump.

 COMMUNICATIONS

Michael Kowalski reported there were rumors in regards to the expansion of the 805 freeway. Mr. Kowalski visited the Friends of Rose Canyon website and stated there were no plans for expansion. However, Mr. Kowalski came upon information about a high speed railroad proposal which could possibly have a huge impact in Marian Bear Park on the west side near the 52/I-5 overpass.

MOTION: It was moved and seconded (D. Steele / J. Steinbach) to approve the minutes of the 09-12-12 meeting of the Marian Bear Recreation Council. The motion passed unanimously.

CHAIRPERSON’S REPORT

Chair Deron Bear noted information of two upcoming San Diego Bike Coalition meetings regarding a proposed Class 1 bike path (bikes only) that may impact Marian Bear Park.  The open house meeting is to be held north of Santa Fe Ave on Saturday October, 13th at 10 a.m. To get to the location, park at end of Santa Fe Ave and walk north. The purpose of the meeting is likely to gain more public interest for the trail proposal. It was suggested that someone from the MBRC attend for obvious reasons. Chair Deron Bear noted that he would try to make the meeting.

A discussion regarding the funding, history and rationale for the proposed path ensued. It was noted that rail related projects in the proposed bike path area may affect the path alignment due to rail crowding under the Hwy 52 / I-5 overpass.

STAFF / RANGER REPORT

Ranger Janice Lavallee reported. Ann Van Leer from the watershed alliance received a grant, and is in the process of getting a bid to take out pampass grass in Rose Creek Canyon, which will affect Marian Bear Park, and Rose Canyon.

Eagle Scout Luke Manly placed six trash can receptacle holders in Marian Bear Park by the comfort stations.

Baskets and Botany is on Saturday, October, 13th 2012.

Senior Ranger Walker will be out for shoulder surgery for 6-8 weeks. In the interim, Ranger Janice Lavallee will be acting Senior Ranger till mid October. After that, if necessary, Ranger Andy Quinn will be acting Senior Ranger till Walker returns. Both Andy and Janice can be reached at (858) 581-9961.

302. Wildlife and Vegetation Matters. No formal report offered. Walt Shaw presented a slide show of the Mitigation project, with no plants in bloom.

303. Current Events.  Joe Steinbach noted some information regarding the canyon lands operations and the Dedicated Park Lands Bill. J. Steinbach gave a slide show, pointing out sycamore saplings in the creek bed, with palm trees close by. Ranger Lavallee made an appointment with Joe Steinbach to remove the palm trees. Joe Steinbach spoke about the need of new panels for the kiosk. The panels need to be updated.

CHAIRPERSON’S REPORT

STAFF / RANGER REPORT

Senior Ranger Walker reported on progress being made at the Mission Valley Preserve regarding the Homeless situation. Increased Ranger and PD patrols along with increased communication with agency partners that operate in the preserve have resulted in a decrease in homeless encampments in the area. The efforts of new Tri-Canyon Ranger Andy Quinn in conjunction with SDPD, Environmental Services and the San Diego River Park Foundation have contributed greatly to this effort.

Walker reported on the removal of feral cats from the Mission Valley Preserve. The Feral Cat Coalition, captures, neuters and re-releases the cats in the preserve. While we welcome the removal of feral cats, the re-release of these cats is not acceptable in an area that is undergoing a transformation into a viable native plant and animal preserve.

Walker asked that everyone keep an eye open for Coyotes in the Tri-Canyon area. Ranger staff and some park patrons have noted an apparent decline in the Coyote population. Walker is investigating this issue and will offer an updated report at a later date.

It was noted that the recent Rose Canyon BMX course related damage will eventually be re-planted with native plant material. The three cited perpetrators will be held responsible for assisting in this effort. It is hoped that some form of erosion control can be in place prior to the upcoming rainy season.

303. Current Events. Walt offered some photos of the tree that houses our security camera. It is hoped that this camera will contribute to the identification of the persons responsible for the continual dumping under the Regents Road overpass. Walker explained the rationale for the cameras current location.

The membership disucssed the MBRC web page and suggested some modifications including the addition of some portions of the Marian Bear Master Plan.

Joe Steinbach noted some information regarding the Canyonlands operations and the Dedicated Park Lands Bill.

The issue of numerous backyard encroachments into Open Space lands was disucssed. Walker noted the Neighborhood Code Compliance encroachment reporting process. Joe Steinbach asked that the Marian Bear Brochures be re-stocked on site.

STAFF / RANGER REPORT
Senior Ranger Walker reported that several new Sycamores located in the Regents East section of the mitigation re-veg site have been broken. It appears that it was vandalism. The destroyed Sycamores will be replaced. A new security camera has been installed in the Regents underpass in an attempt to photograph those responsible for the recent household, garbage, chemical dumping in the area.
The pedophile caught in Marian Bear was sentenced to 30 years in prison. Again congratulations to Ranger Andy Quinn and Center Director II, Marla Gilmore for their substantial efforts in this action.

WORKSHOP ITEMS
301. SDG&E Land Management Project Presentation by Ian Stewart, Outreach Manager External Affairs for SDG&E. The project to upgrade the natural gas transmission pipeline and associated infrastructure will affect several areas in the Genesee to 805 area of Marian Bear. The primary work will involve areas within SDG&E easement areas. The easement area is owned in fee and title by SDG&E. Some trenching and ground water release into the San Clemente Creek will take place. New underground vales and other associated modifications will take place as well.
The entry from Genesee to the project site will require some modest alterations to allow for the heavy equipment to access the area. Walker accompanied the project management team and outlined some alternatives that will result in saving some trees and overhanging limbs.

303. Wildlife and Vegetation Matters: Walt Shaw offered some photos of coyotes and the huge debris pile left under the Regents underpass

\CHAIRPERSON’S REPORT
Chair Deron Bear mentioned that he has been reviewing the Marian Bear web site. Deron offered Joe Steinbach thanks for all his efforts towards the site.
Joe mentioned a RFP for a Watershed Alliance supported bike / hiking trail project for several bridges and paths in the 52, I-5 area. This may affect Marian Bear. Joe will be monitoring this proposal. The Watershed Alliance proposal is located on our web site. Chair Bear suggested that we keep an eye on the proposal and track the process.

STAFF / RANGER REPORT

Senior Ranger Walker reported on a 290PC (child molest) violation that occurred at Marian Bear Regents Road East side location. Ranger Quinn noted a suspicious situation and called for PD back-up. The subject was taken into custody and removed from the park.
Both sides of Regents road and Genesee parking lots have been repaired by FEMA grant funds. This time class 2 road base was used. It is hoped that it will last longer than the existing material.
Walker is talking with members of the Canyon lands project about mapping, re-vegetation and existing entry area names.
There was a “mega” (70’x14’) dump under the Regents Road underpass. Walker and staff have installed a “game” camera capable of taking thousands of motion activated photos. It is hoped that we will catch the next “confused citizen” dumping under the bridge.
Ranger staff is conducting surveillance patrols off Bothe and Bloch streets. There is a huge motor-cross / BMX track built in that area adjacent to Marian Bear. Over ½ acre has been basically removed to allow BMX and motorcycle activity. The area is totally invisible from the main trail. Tri-Canyon volunteer John Coffman discovered and reported the area to staff two weeks ago.
The homeless situation is getting better in the Mission Valley Preserve. The numbers are being reduced by increase PD and Ranger joint patrols.

The question was asked why we don’t do more to control illicit sexual activity in Marian Bear. Aside from everything we are doing, until the general public decides to join in mass and make a political statement, nothing much will happen.

Rose Canyon Watershed Alliance: It was asked if the Watershed Alliance has regular meetings. Chair Bear noted that he’s checked into that.

The meeting of the Marian Bear Natural Park Recreation Council was held Wednesday, June 13th, 2012 at the Regents Road East Kiosk in Marian Bear Natural Park.

CALL TO ORDER

Chair Deron Bear called the meeting to order at 6:05 p.m.

APPROVAL OF THE MINUTES

It was determined to approve the minutes of the May 9th and June 13th meetings at the July 11th,2012 meeting due to the special nature of this meeting.

CHAIRPERSON’S REPORT

Deron thanked the council members for organizing another successful field trip for his students. The student snake panel was installed and visited by his class on June 12th, 2012.  He also expressed his pleasure of having Kim Roeland and Kyle Ince from the Public Utilities Department join the council on its meeting and mitigation hike in Marian Bear Natural Park.

WORKSHOP ITEMS

301. MBNPRC Council Mitigation Walk with Kimberly Roeland and Kyle Ince from the Public Utilities Department: The MBNPRC Council had a very successful mitigation walk with many questions addressed and answered by Kim and Kyle. The mitigation site is currently in its 4th year of implementation. It was noted that 15 new Sycamore trees have been planted in the last six months. They are being hand watered at this point to let their roots develop. The current plan is to stop the watering of the Sycamores in the fall. Most of the watering at the site has stopped and the vegetation is surviving on the natural rainfall, and other water sources in the canyon. There were varying opinions about the success of the mitigation site from council members. It was pointed out that areas just east of the mitigation site were more enjoyable and visually pleasing.

302. Wildlife and Vegetation Matters Walk:  The council had an enjoyable and informative walk in the park. It was noted that this should become a regular event as part of the monthly MBNPRC meetings.

REPORTS

CHAIR: Deron Bear brought some of the family archive records and stated
that he will prepare some information on his grandmother Marian that would be of public interest. Deron welcomed Claudia Title. Ms. Title lives near Costco on Morena Blvd.. and is interested in doing a park project. She was referred to the Recreation Council by Eric Bowlby of the Canyonlands Project.

TREASURER: Don Steele reported the balance remained at $5508.07, there
having been no activity this past month.

WORKSHOP

301. Public Utilities Mitigation Update: Deron stated that he, Ranger
Walker, and staff from that department will do a site visit in June or July.

302. Wildlife and Vegetation Matters Update: Walt Shaw provided photos
of the bike/pedestrian bridge over the Rose Creek channel. The grand opening is scheduled for April 20 at 1:30. He also showed photos of brush management work adjacent to his home; it appeared to be somewhat excessive, including the removal of a native oak. Joe Steinbach provided photos of crew work within the park. as well as photos of what appears to be “volunteer” sycamores
in one the mitigation sites.

303: Wish List for Park Improvements: Following are some of the suggested
needs/improvements in the park: 1. Inventory the park assets and infrastructure. 2. Create a list of invasive plants and their locations. 3. Investigate the potential for additional entries/connections for the park, such as Gershwin Park. 4. Determine ways to minimize/eliminate illegal activity
in the park, such as installing cameras. 5. Install video kiosks at several sites within the park to better inform visitors about the park and its assets/history. 6. Install interactive panels in the park to inform visitors of trail and plant information. 7. Do a visitor survey, including the demographic profiles of the visitors. 8. Have an annual special event, such an annual Birthday Party celebrating the creation of the park.

CALL TO ORDER

Chair Deron Bear called the meeting to order at 6:35 p.m.

APPROVAL OF THE MINUTES

The minutes of the meeting of February 8, 2012 were approved as submitted.

REPORTS

CHAIR: Deron Bear stated that he discussed with staff from the Rose Creek Watershed Alliance sharing an information booth at next year’s Earth Day event.

TREASURER: Don Steele reported the balance remained at $5008.07, there having been no activity this past month.

301. Marian Bear History: Conversation with Phyllis Bear, Marian’s Daughter

Phyllis Bear shared photographic archives, which included news clipping and the many honors and acknowledgement her mother received over her life of advocacy and achievement. Phyllis shared experiences the family enjoyed and answered many questions from the audience. The presentation was very much appreciated by everyone. (The tape of this meeting is available upon request or may be listened to at theTecoloteNatureCenteroffice of Senior Ranger Walker.)

The Chair requested that this item be added to the agendas to discuss the website Joe Steinbach is working on and to identify park promotion opportunities.

COMMUNICATIONS

Walt Shaw provided photos of the work being completed on the Rose Creek Bridge in Mission Bay Park, Joe Steinbach shared photos of the west end of the park which showed signs of new vegetation growing Virginia Mcllwain suggested the Recreation Council create a “wish-list” of projects or actions desired by the Council when opportunities arise for their accomplishment.

MEETING OF THE MARIAN BEAR NATURAL PARK RECREATION COUNCIL

The meeting of the Marian Bear Natural Park Recreation Council was held Wednesday, February 8th, 2012 at the North Clairemont Recreation Center, 4421 Bannock Avenue, San Diego, CA. 92117

CALL TO ORDER
Chair Deron Bear called the meeting to order at 6:35 p.m.

APPROVAL OF THE MINUTES

MOTION : It was moved and seconded (J. Steinbach / D. Steele) to approve the  minutes of the 11-9-11 and 01-11-12 meetings of the Marian Bear Recreation Council. The motion passed unanimously. Regarding the minutes of Jan 11, item # 301, reference was made to a tour of three mitigation sites in Marian Bear. In fact, only two sites were visited that day.

CHAIRPERSON’S REPORT
Chair Deron Bear noted the invitation to participate in the upcoming Earth Day celebration. Chair Bear noted that he would check his calendar and welcomed members to attend. Don Steele suggested that a display speaking to the Marian Bear heritage would be appropriate for this event.

TREASURER’S REPORT
Don Steele reported a checking account balance of $5008.07 with no activity this past month.
STAFF / RANGER REPORT
Senior Ranger Walker reported on an encounter he had with a bobcat at the Regents East rest station location. The cat quickly exited the facility as Walker was entering, causing Walker’s remaining dark hair to turn grey.

Walker gave a crime report on the Mission Valley Preserve and related homeless issues. Walker also noted the San Diego Mountain Bike Association’s proposed ramp located west of the Regents West rest station has been canceled due to nature of the location and extreme maintenance issues around the proposed ramp. An upgrade of the existing “stair way” is proposed.

301. Public Utilities Mitigation Update.
Additional maintenance will occur to assure that the sycamores will not become overgrown; they appear, however, to be doing quite well once they grow above the shrubs.  Fifteen additional sycamores have been planted at the Regents Road sites   Monitoring will continue for two more years. A time and date for the mitigation site walk-through was discussed.

302. Wildlife and Vegetation Matters. It was noted that more sycamores will be planted in the mitigation site. Walker noted the coyote den located at the Regents East side up from the parking lot to the south. Our resident great blue heron was seen again stalking our very healthy population of ground squirrels.

303. Current Events. Walt offered some other photos of the new bridge over Rose Creek. Don Steele noted the need to come up with a project needs list for the park. Grant opportunities come up on a regular basis that could relate to new projects. This subject (brainstorming) will be included as a Workshop Item for the next meeting. Ranger Walker noted that possibly an enhanced TV effort at getting the Marian Bear story out would be of great help in generating interest in the park. Possibly a joint effort with KPBS would be helpful.

COMMUNICATIONS

Joe Steinbach provided information on the “chimney” cell phone towers in Marian Bear. Additionally, he provided more information on the website, which was very well received.

CHAIRPERSON’S REPORT

Chair Deron Bear welcomed Marco Gallegos and staff from Merkel & Associates who will provide a status report on the mitigation measures relating to the Public Utilities Department(formerly Metro Wastewater Department) sewer line access project in the park.

201. Approval of Letter of Support for Parkland/Open Space Dedication Proposal

MOTION:  It was moved and seconded(STEELE/MCILWAIN) to approve the letter.  The motion was approved unanimously

301. MWWD Mitigation Update.

Marco Gallegos from the City’s Public Utilities Department, ably assisted by Keith Merkel and Stephen Rink of Merkel & Associates, the consultants for the mitigation projects, provided a comprehensive report, including very helpful graphics, on the status of each of the three sites.  A question and answer discussion ensued, which the members appreciated.  Additional maintenance will occur to assure that the sycamores will not become overgrown; they appear, however, to be doing quite well once they grow above the shrubs.  Fifteen additional sycamores have been planted at the Regents Rd. sites   Monitoring will continue for two more years.
